On Friday, May 23, 2025, at the Oasis Hotel, Georges Wilbert Franck, the Minister of Social Affairs and Labor (MAST), held a one-day workshop with trade unions and civil society organizations on the preliminary draft decree establishing the National Unemployment Insurance Office (ONAC). This workshop allowed stakeholders to analyze the proposal and formulate recommendations.
ONAC will be a contributory body involving both employer and employee participation. It guarantees a monthly allowance to employed citizens after job loss, allowing them to meet their needs. Indeed, this social security structure is essential to combat income disruption and the sudden vulnerability of workers in a context weakened by a chronic societal crisis, stated Minister Georges Wilbert Franck.
“The creation of the ONAC demonstrates the Transitional Government’s commitment to laying a better foundation for the next administration, which will emerge from the elections to be held following the implementation of the new constitution. This new institution will contribute to building a society where equity, justice, and social peace reign.”
After initiating talks with representatives of employers and the Administrative Council of Social Security Bodies (CAOSS) on this preliminary draft decree, the MAST plans to discuss it with the country’s various political stakeholders. This workshop was attended by several officials from the Ministry of Social Affairs and Labor (MAST), with the active participation of workers’ unions, women’s organizations, human rights organizations, and other civil society actors.
