The 12 Best Brow Gels of 2025, Tested and Reviewed

  • The Benefit Cosmetics Gimme Brow+ Tinted Volumizing Eyebrow Gel was our best overall pick because it does the work of a brow wax and brow pencil in one easy swipe, tinting, fluffing, filling in sparse areas, and setting brows.
  • Experts recommend using a brow gel with fibers if you’re trying to promote brow growth and still want volume and dimension.
  • Wipe off the spoolie before using it to give yourself more control over how much color you apply to your brows.

It seems that no facial feature is submitted to as much torment as the eyebrows. Beyond the potential pains (literally!) of styling them (such as over-plucking or harsh laminating), there’s the challenge of enhancing them with makeup. Many people are quick to go overboard with brow pencils, powders, and pomades, only to achieve a look that is more Oscar the Grouch than Cara Delevingne. Brows play a key role in overall facial harmony, and even the slightest misstep can throw off the balance of one’s entire face—and the celebrity brow trends over the last 20 years prove it.

That’s why we’re big proponents of eyebrow gel. Brow gel adds dimension and polish to your appearance, regardless of how consistent you’ve been with brow waxing or how skilled you are with makeup. “I wear brow gel daily because I like the way it looks on me, and as a makeup artist, I use it on every single client and model because brows are a focal point,” says celebrity makeup artist Ashley Rebecca. By using just a few swipes of a formula’s spoolie and very little effort, a brow gel can make your arches look fuller and well-shaped, so long as you’re using the right one. To find that answer for you, we tested 43 brow gels over two weeks—including tinted, clear, and lamination formulas—and evaluated how well each product delivered hold, definition, and long-wear benefits.

Why We Love It: With a super flattering and natural range of shades, this formula tints, fluffs, fills in, and sets brows in one easy swipe. The tinted shades—which are incredibly easy to color match, according to our tester— give the illusion of fullness while the brilliant formula volumizes and sets brows in place.

Who It’s For: With a generous amount of softness and movement, this formula sets and fills in brows with a natural tint for the most flattering brows. Our tester Joie would even use a tiny bit of the gel on her no makeup days to put her brows in place and feel put together. It does the work of a brow wax and brow pencil in one—our tester said that it filled in the sparse patches of her brows and set each hair in place while still looking incredibly natural. The tapered brush features tiny microfibers that grip each individual brow hair as you brush it into your brows, leaving a your-brows-but-better effect.

Worth Noting: While you only need a few swipes to get the ultimate natural brow fluffiness and lift, it can smudge a bit if you apply too much product at once—so be sure to approach it with a “less is more” technique.

Shades: 10|Key Ingredients: Provitamin B5, glycerin, bamboo cellulose fibers|Waterproof: No, but water-resistant|Size: 0.1 oz

Joie, tester: “I’ve done brow lamination in the past and this was a great product that gave me the same vibe of when I did the lamination but much cheaper.”

e.l.f. Cosmetics Wow Brow Gel

Credit: Amazon

Why We Love It: Expensive doesn’t necessarily mean better and this magic brow gel from Elf is proof. At $5, the shapeable wax-meets-gel formula brushes on effortlessly leaving behind sumptuous, fluffy brows that look like you just left the salon. Our tester Chelsea raved that the hair-like fibers in the formula went to work, filling in sparse areas and gripping individual brow hairs almost invisibly for flattering, yet subtle definition and fullness. There’s no smudging or flaking, either.

Who It’s For: With four buildable shades to choose from, our tester especially loved how easily this gel filled in her natural, blonde-ish brows without looking too dark or pigmented—a huge feat given many brow gels lean on the darker side. The formula is buildable so you can brush it on as you prefer for a super natural look or a more defined, sleek vibe.

Worth Noting: We love the natural pigment and wispiness this gel leaves, concealing sparse areas with tiny hair-like strokes. However, if you have really thick or long, unruly hairs that don’t lay where you want them naturally, you may need a more heavy duty gel for maximum hold.

Shades: 4|Key Ingredients: Candelilla wax, kaolin clay|Waterproof: No|Size: 0.12 oz

Chelsea, tester: “I loved the look this product provided, and how easy it was to apply. This product is also extremely affordable, so I was shocked by how much I liked it.”

Boy Brow

Credit: Glossier

Why We Love It: This is our top choice for a clean, no-makeup makeup brow—it lightly coats each individual brow hair to bulk them up slightly while nourishing them with amino acids and collagen, then setting them in place for a polished yet carefree look. We’re big fans of the clear, but the tinted hues are also excellent (keep in mind that if you want a lot of pigment, that’s not what you’ll get from this formula). The small spoolie allows for very precise application, too.

Who It’s For: Fine-haired arches or those who keep their brows trimmed and groomed and don’t need much in the way of color or hold, just a simple comb-through, will find this lightweight formula perfect to finish a natural look.

Worth Noting: We love that this formula leaves brows soft to the touch, but that comes at the cost of hold. If you were to compare this brow gel to a hairspray, it’d be more of a finishing spray rather than a strong hold product. This product is best for someone who doesn’t need to control their brows, but rather give them a little bit of oomph.

Shades: 7|Key Ingredients: Carnauba wax, oleic acid, collagen|Waterproof: No|Size: 0.13 oz

Annie, tester: “This gel helps fill in some of my sparse areas near the beginning and ends of my brows, and also defines the shape of my brows nicely and holds them in place without feeling crusty or sticky.”

Patrick Ta Major Brow Lamination Gel

Credit: Sephora

Why We Love It: If your budget can no longer withstand the financial strain of brow lamination appointments, swap in this Patrick Ta formula, which delivers a result that’s basically identical to the real thing. The star of this product is its unique applicator, which looks more like a traditional hair brush than a spoolie—it coats the brows with product, separates the hairs, and then (with the back of the brush) locks everything into place.

Who It’s For: The innovative brush is perfect for detail work and even thick brows have met their match with the formula’s powerful, not-going-anywhere hold, to keep them tamed and in place all day.

Worth Noting: A little goes a long way with this product; because it’s clear, you may find yourself shellacking your brows with abandon. Be aware that if you apply too much, especially if you don’t clean it up where it’s touched your skin, the gel will flake. Starting slow is the key to achieving results.

Shades: 1, clear|Key Ingredients: Quinoa, coconut extract, peptides|Waterproof: No|Size: 0.17 oz

Stacey, tester: “With only one coat, the brows looked effortless yet still structured.”

Maybelline Express Brow Fast Sculpt Eyebrow Gel Mascara

Credit: Target

Why We Love It: To take your brows from morning meetings to date night, this gel swipes on and sculpts each tiny hair in your brows to pull them into place with an impressively strong hold. It dries down super quickly—but our tester Jennifer did note that she had enough time to to adjust any displaced hairs or wipe away any excess formula before it locked in. Our tester loves the effects so much more than her regular brow pencil—not only does it deliver a seriously strong hold and subtle tint that lasts for over 12 hours, but it also is buildable enough to brush on the amount of coverage that you need without flaking. Despite the formula’s freeze abilities, our tester’s brows still felt lightweight and touchable.

Who It’s For: While this sculpting gel has an iron grip hold that lasts all day—perfect for busy moms, big event days, or anyone who doesn’t have time for touch-ups—our tester did note that if you need help working with an unruly brow shape, you may need an option that gives more in the defining and shaping department.

Worth Noting: While our tester loves the brush applicator—the bristles pick up just the perfect amount of product—after using it a few times, some of the brow gel can clump at the tip of the brush which can leave darker, thicker lines in your brows that don’t look as feathery. To remedy this, just be sure to clean the end of the brush every so often to keep it working its best.

Shades: 5|Key Ingredients: Water, panthenol|Waterproof: No|Size: 0.09 oz

Jennifer, tester: “The gel held my brows in place for a full day, 12 hours! It does not get flakey and it does not smudge. I recently went to the pool with the gel on and it didn’t smudge with full coverage water.”

Kimiko The Brow Sensei

Credit: Kimiko

Why We Love It: Nourishing with an invisible finish, this vegan brow gel nourishes, shapes, and sets brows in thirty seconds. Made in Japan, the formula is crafted with a powerful blend of growth-boosting peptides, amino acids, vitamin E, and botanical extracts to naturally strengthen and boost brows over time. Our tester Mads was impressed by the packaging and even more impressed by how firm, hydrated, and natural her brows felt each time she applied it.

Who It’s For: Even the most unruly brows will feel smoothed into place with this super clear and conditioning formula. It sets brows with no residue, flakiness, or heaviness so it feels so natural and hydrated. Our tester loved that the formula is firm but flexible enough to shape as you want and still feel like you have nothing on.

Worth Noting: While the unique applicator tool—a precise, micro-tip wand—sweeps gel on thoroughly, those with very long or very thick brows may need more than one swipe to achieve the desired effect.

Shades: 1, clear|Key Ingredients: Multi-peptide complex, vitamin E, ginger extract,|Waterproof: No|Size: 0.07 oz

Mads, tester: “The texture is incredible. It feels lightweight, hydrating, and is a slippery gel. In fact, the product is so lightweight that I touched my brush to make sure it came off!”

Urban Decay Big Bush Volumizing Tinted Brow Gel

Credit: Ulta

Why We Love It: Filled with tiny fibers to latch onto individual hairs, even the shortest baby ones, the brush-on formula is famed for its ability to amp up arches with both color and hold. Our tester Jasmine preferred to really load on the formula with several swipes to bulk up her brows with rich tints to create a lush, full arch that looks natural, not painted on. Though initially wary, she found that using this product was totally foolproof. It was also easy for our tester find their shade—there was a nice range to choose from, including one of the best redhead options we’ve seen from a brow gel.

Who It’s For: This buildable formula never feels sticky or flakes, and lasts for up to 24 hours (yes, seriously). This is perfect for pumping up puny brows without making them look artificial—and anyone who conveniently needs a waterproof formula so your brows stay stunning during summertime activities.

Worth Noting: This formula is not ideal for those who struggle to keep brows in place, since it offers a soft hold. For the most part, those with sparse brows tend not to have the unruliest of arches, so this may not be an issue for everyone.

Shades: 9|Key Ingredients: Castor oil|Waterproof: Yes|Size: 0.19 oz

Jasmine, tester: “This gel is buildable with incredible hold. I also like that the wand had short and long bristles to help with shaping and defining.”

Rye Beauty Tinted Brow Milk

Credit: Rye Beauty

Why We Love It: Created by in-demand Bay Area brow expert Michele Holmes, this miracle tinted brow milk shapes, sets, and nourishes brows in one swipe. The fluffy spoolie delivers the perfect amount of product—brush it through your brows in upward strokes and it glides through easily, coating each tiny hair with a layer of natural pigment that looks and feels like your brows.

Who It’s For: Our tester Brianna who has sensitive skin and naturally fair brows (with sparse areas from over-plucking in the past), loves that the cushiony formula accentuates her natural brows by lifting, conditioning, fluffing, and sculpting in one easy step. Made with skincare-grade botanicals like keratin-boosting peptides, soothing licorice root, and follicle-supporting pomegranate extracts, it’s powerful yet incredibly gentle. It’s a brow treatment, pomade, and tint in one that doesn’t smudge or fade throughout the day and leaves brows with soft, wispy, touchable movement that’s so pretty.

Worth Noting: If you prefer a set-in-stone sort of vibe, you might want to work in a few layers to get the desired effect. And if you don’t like a tint, there’s good news: Rye Beauty also has an invisible brow gel-pomade that turns clear as you apply it that sculpts and shapes, as well as a super impressive grooming serum that conditions and treats brows.

Shades: 4|Key Ingredients: Myristoyl Pentapeptide-17, licorice root extract, pomegranate extract|Waterproof: No|Size: 0.19 oz

Brianna, tester: “I don’t leave the house without brushing my brows with this tinted brow milk. The Cool Blond shade matches my brow hair exactly (almost as if Holmes made it custom just for me) so each time I apply it, it looks like I just got my brows professionally done—full, feathery, and defined…the model-off-duty brows of my dreams.”

Kosas Air Brow Tinted Volumizing Treatment Gel

Credit: Sephora

Why We Love It: Many brow brands only make one blonde shade that is designed to be universal, but there’s a good chance that not all blondes will find that option flattering. Kosas offers three different options for those with fairer hair in a clean formula that bulks up thinning brows with fibers as well as conditioning ingredients. We also liked the triangular brush, which excelled at grabbing, coating, and lifting each hair to leave our brows looking fluffier.

Who It’s For: Blondies from platinum to honey will find the shade range superior to nearly all others.

Worth Noting: You’ll want to be extra sure that you twisted the cap all the way closed, which does take a little bit of attention (it “locks” shut when you’ve done it right). If you haven’t, the formula can dry out—or worse, spoil—fairly quickly. It’s a good product, so don’t squander it!

Shades: 10|Key Ingredients: Castor oil, panthenol, peptides|Waterproof: No|Size: 0.12 oz

Chrissy, tester: “I like how lightweight this feels while still helping shape my eyebrows without moving, flaking, and smudging. I also felt like it had a nice selection of colors to choose from.”

NYX Cosmetics Thick It. Stick It! Gel

Credit: NYX Cosmetics

Why We Love It: If you have red hair, you know that finding a product that performs and comes in a color that suits you can be a serious challenge. This NYX brow gel checks those boxes: It is formulated with thickening fibers to build out sparse arches, lasts for up to 16 hours, and comes in not one, but two different auburn shades that are redhead-approved. On top of all of these benefits, it’s affordable, too.

Who It’s For: Great for brows both thick and thin, you’ll get impressive mileage in terms of the brow gel’s long-wearing hold (it’s a hold so strong that it outlasted us on a night out) and value from the budget-friendly brand.

Worth Noting: Fuller brows will love the mascara-size spoolie, but thinner or spotty arches may find the larger brush a little unwieldy. Keep brush strokes light and use the center of the brush to power each swipe for an even layer (pigment tends to gather at the tip and can drop a dollop of heavy color if the brush is angled too much toward the front).

Shades: 8|Key Ingredients: Synthetic beeswax, candelilla wax, cellulose|Waterproof: No|Size: 0.12 oz

Kelsey, tester: “I love the color of the product. Finding a color that is brown with a tint of red has been so challenging that I usually just end up using light brown. But this brow gel was the perfect color for me: not too brown, not too red!”

Charlotte Tilbury Legendary Brows Eyebrow Gel

Credit: Sephora

Why We Love It: It’s no surprise that the queen of glamorous makeup Charlotte Tilbury knows the importance of a powerfully shaped brow, and thus created the ultimate tinted brow gel that delivers impressive results. While Tilbury recommends layering it with a brow pencil, using it solo delivers pretty much everything you’d want from a brow gel in a few, easy strokes. One of the best things about the brow gel is actually the tiny micro-fine precision brush applicator—it helps evenly distribute the perfect amount of product with expert precision for a natural, your-brows-but-better finish—no caking or clumping in sight. Glide the brush through brows using short, upward strokes for fuller, beautifully lifted brows.

Who It’s For: If you have thin, sparse, or patchy brows, rejoice! This brow tint fills in thinner eyebrow areas or sparse patches imperceptibly while keeping hairs in place all day long. It provides just the right amount of hold and coverage to look natural, too. Our tester Katherine loved how it filled in and defined the shape of her eyebrows—the unique brush creates tiny, hair-like strokes to help conceal any sparse areas, add natural fullness, featheriness, and shape.

Worth Noting: While it is on the pricier side, our tester noted that a little goes a long way—so you can still get a lot of product for your money.

Shades: 4|Key Ingredients: Emollients, vitamin E, natural elasticizing wax|Waterproof: No, but long wear|Size: 0.04 oz

Katherine, tester: “After a full day of wear, I was very impressed to see my eyebrow hairs in place. It did not smudge or flake off at all. Even with my thick eyebrows, it performed very well.”

Grande Cosmetics GrandeBROW 2-In-1 Tinted Brow Gel + Brow Enhancing Serum

Credit: Ulta

Why We Love It: This formula is really about the tinting and thickening benefits it offers. Clinically proven to spur visible changes in brow density and pigment within six weeks, with full results in the form of thicker, darker, and fluffier brows, at four months, we love a formula backed by science, tested by dermatologists, and proven with months-long scientific testing.

Who It’s For: Brows become thinner and lighter in color as we age, and gray can be a tricky foe to wash in another hue. The brow gel-serum hybrid from Grande Cosmetics is a must-buy for anyone struggling with thinning, aging brows. It tints graying hairs in addition to bulking them up both instantly and over time, thanks to a blend of volumizing fibers and a brow growth complex. With each layer, brow hairs are wrapped in a wash of deep color—we’re loyalists to the Dark shade, a rich espresso hue that works for most brunettes, but Taupe, Light, Medium, and red-tinged Auburn are also available—for 12-hour, smudge-proof wear.

Worth Noting: With new, thicker growth, brows look darker, even if you’re not wearing the gel, but remember that like any growth serum, you’ll have to use it daily to see results. And if you’re looking for hold, you’ll need to top it off with a different clear brow gel or pomade.

Shades: 5|Key Ingredients: Castor oil, beet root extract, panthenol|Waterproof: No|Size: 0.12 oz

Chantia, tester: “I love that this product does not only enhance the look of my brows temporarily, but with consistent use my natural eyebrows have been appearing more full than they were before.”

Our Testing Process

In order to find the best brow gels available, we curated a list of the most raved about products, including the top picks from trusted brow experts. From there, we enlisted testers with all different brow colors, shapes, textures, and thickness to put dozens of brow gels to the test. Our InStyle testers applied the brow gels twice a week over the span of two weeks—each time applying with short, upward strokes, following the natural direction of hair growth and shaping them as desired. After carefully evaluating the tester’s feedback on feel, application, performance, wear, overall look, and ease of removal, we chose the top performers for our list of the best brow gels for 2025.

What to Keep in Mind

  • Tinted vs. Clear Formulas: “Tinted brow gels are always better than constantly trying to overfill with a pencil—it allows your brows to breathe,” says brow expert Azi Sacks. A gel will sit on the hair rather than on the skin beneath, supporting future hair to grow in healthier and stronger, while creating a more natural, dimensional look. If you have very light brows, this option may suit you best. “Tinted brow gel can give each individual hair a lot of texture and color,” explains Joey Healy, brow expert and founder of the eponymous brow care brand. Mastering your technique can take some practice, especially if you’re using a brow gel with dark or rich pigment. “I prefer more pigmented brow gels—they make a big difference,” he says, just don’t start off with a heavy hand. “They’re best for somebody who maybe wants to cover white or gray hair, or has a lot of blonde in their brows.”
  • Spoolie Size: Wands with smaller brush heads and short bristles are best for precision and separating individual hairs, while large, mascara-size spoolies cover a lot of real estate with one swoop, making it a better option for anyone with thick, textured, or unruly brows that need to be coaxed into shape. Spoolies also play a big part in how much formula is deposited onto your arches. Wands with pointed tips tend to catch and hold a lot of pigment, whereas wands with a flat-tipped end keep the color dispersed among the bristles. If you don’t need a lot of color, use a light hand, a shorter spoolie brush, and follow Sacks’ trick: “Wipe off the wand a little bit first to give yourself more control over the amount of color you’re applying,” she says. You can also keep a clean spoolie on hand to brush excess product through and out of your brows, which will help keep them flake-free.
  • Strong Hold: Out of all brow products, tinted brow gels and pomades tend to last the longest, says Healy. Long-wear is especially important when it comes to a tinted formula—after all, you don’t want your brows to disappear midday!—but not everyone needs a strong hold. “If your individual brow hairs are longer, thicker, and tend to not stay in place, that’s when you need a firmer hold,” says Rebecca. Textured hair, curly ends, and brows with inconsistent growth patterns can also be guided into place with a strong hold gel, but shorter, thinner, and patchy brows will do just fine with a gentler formula.
  • Shade Matching: Aim to match your hair’s undertone, usually warm or ash, to your brow shade, says Healy. When in doubt, rely on Rebecca’s trick and err on the lighter side, going one colorway down from your natural hair color. “You want brows to look as natural as possible, so sometimes I’ll use two colors, one as a base and the second to add some highlight and dimension,” she says. “Tinted brow gels tend to be more forgiving than pencils, so don’t stress too much over this. You can also just stick with clear, which adds definition to brows of all hues.”
  • Volumizing Fibers: A good brow gel should do two things: Add fullness and hold the shape in place. If you want extra lush-looking brows, either because you love the look of them or your brows are naturally lean or spotty, you’ll want to choose a formula filled with fibers to create the illusion of volume and dimension, says Rebecca. You’ll also see brow gels that offer conditioning or growth benefits. In Healy’s experience, “the average full growth cycle for an individual eyebrow hair is about 90 days,” he says, unless they’ve been abused by overzealous tweezing. Nourishing and conditioning brow formulas packed with castor oil, biotin, and vitamin E will give future hair growth a very big boost.
  • Easy Application: If you’re looking for the laziest, easiest way to define your brows, Healy says a tinted brow gel is the king of the lazy makeup category. “A tinted gel gives you three things at once: It gives you hold, it gives you some color in the brow, and it also coats individual hairs,” he says. “Some are very sheer, and the benefit there is that you can just sweep them through willy-nilly.” A dream for our fellow snooze-button lovers.

Your Questions, Answered

Are eyebrow gels drying?

Typically, no—in fact, a fair number of eyebrow gels are formulated with ingredients that are great for hydrating and conditioning skin and hair, like glycerin, panthenol, and castor oil. However, Rebecca notes that eyebrow gels can occasionally feel drying, especially strong hold formulas. That sensation will go away as soon as you wash off the product.

Should I apply eyebrow gels before or after eyebrow pencil?

Healy prefers to apply a clear brow gel as the last step in any brow look, while Rebecca likes slicking it on before filling in sparse areas with pencil, then finishing with one more layer of gel if needed. But don’t feel like you need to use multiple products if that’s not what you’re into. “If you want one-and-done, tinted brow gel is the best,” says Healy.

Why do eyebrow gels make my brows look flakey?

Often, this is a sign that you haven’t done a good enough job removing your brow gel from the night before. “They can also appear flaky if you’ve applied too much product,” says Rebecca. It’s especially easy to overdo it and really layer on a clear brow gel, which can clump into tiny white flecks if you touch it too many times.
