Haiti - Justice : Towards the establishment of specialized judicial centers

On July 17, Patrick Pelissier, Minister of Justice and Public Security, and Jean Joseph Lebrun, President of the Superior Council of the Judiciary (CSPJ), chaired a working session to discuss the progress made in the establishment of specialized judicial centers. https://www.haitilibre.com/en/news-44549-haiti-justice-reopening-of-the-court-of-first-instance-of-port-au-prince.html

This working session also included identifying the next steps to be taken and the challenges to be overcome.

This was an opportunity for the two leaders of the Haitian justice system to present to donors the various steps already taken and those that will be taken in the coming weeks to complete the implementation of this ambitious project, which will enable the State to contribute to reducing the phenomenon of impunity in Haiti.

In his speech, Minister Pelissier highlighted the decree of April 14, 2025, which established the creation of specialized judicial centers. He firmly believes that the implementation of this project will have a positive impact on the efficiency of the public justice system, as has been the case in other countries, particularly in Europe.

For his part, Magistrate Jean Joseph Lebrun emphasized that specialized judicial centers represent a powerful lever capable of helping us build a powerful and modern justice system.

The dates of September 23 and October 6, 2025, have been set for the inauguration and official opening of the specialized judicial centers.

In the meantime, the Ministry of Justice and the Council of Justice (CSPJ) will continue to work on issues related to logistics, human resources, and training of stakeholders .



Learn more about the two specialized judicial centers :


1 – A center competent to prosecute perpetrators and accomplices of mass crimes committed against the population, as well as sexual violence against women and girls.

2 – A center specialized in the fight against financial crime, responsible for prosecuting perpetrators and accomplices of financial crimes and combating corruption and the misappropriation of public funds.
