On Wednesday, May 21, 2025, at the Villa d’Accueil, during a ceremony, members of the Presidential Transitional Council (CPT), accompanied by Prime Minister Alix Didier Fils-Aimé, officially received from former Prime Minister and Chairman of the Steering Committee of the National Conference, Enex Jean-Charles, the preliminary draft of the new Constitution of the Republic, the result of several months of discussions, public consultations, and meetings in the country’s departments and abroad.

This preliminary draft should not be considered an end in itself, the Government stated, but rather as “the starting point for a broad National dialogue. The time has come for the Haitian people, in all their diversity, to come together around this preliminary draft, to analyze it with rigor and serenity, and to actively participate in a civic debate that is open, constructive, and respectful of differences.” Because it is on this collective debate that our ability to break the current impasse depends, to rebuild our institutions on solid foundations, and to pave the way for free, credible, and promising elections.

Upon receiving this document, the Prime Minister sent a message of hope and mobilization : “We are on the right track. Together, with wisdom and faith in our common destiny, we can put Haiti back on the path to stability, justice, and progress.”

Furthermore, Kathia Verdier, Minister of Haitians Living Abroad (MHAVE), emphasized major progress regarding the constitutional integration of the diaspora : The text clearly affirms the right of Haitians living abroad to actively participate in national life under the same conditions as citizens living in Haiti. The right to vote and to stand for election is guaranteed. From now on, every Haitian, regardless of their residence, will not only be able to vote, but also to run for office and hold public office with complete equality. She noted that the development of this draft bill mobilized the voices of the diaspora through participatory forums abroad, recognizing their role in Haiti’s political future. Walta Jean Duliepre Clercius, Technical Secretary of the National Conference, reiterates that this preliminary draft Constitution is not final and is subject to the assessment of public opinion, all organized sectors of national life, all professional bodies, all organizations and political parties, with a view to arriving at a final draft Constitution, consistent with the national will.
