Péligre Dam : Flood Risk

The former director of the Artibonite Valley Development Organization (ODVA), agronomist Jean André Victora, recently warned on a radio station in the capital that the high water level in the Péligre Dam reservoir could cause flooding, including in some border regions of the Dominican Republic, if the water is not gradually released. He emphasized that the excessive accumulation of water in the Péligre reservoir constitutes a ticking time bomb, and that a sudden release could cause significant damage to downstream hydraulic infrastructure and irrigation systems. If the dam’s turbines were operating, such a situation would not arise.

Dismantling of a fake mobile clinic

On May 22nd, the Jérémie police, in collaboration with the Grand’Anse Departmental Health Directorate, dismantled an illegal mobile clinic in Fond Rouge. Three individuals posing as healthcare professionals were arrested : St. Louis Amplait, who posed as a general practitioner; Arnold Léonce, a fake dentist from Jacmel; and Innocent Jean Maturin, who acted as a secretary and collected consultation fees. None of these individuals held a state license or authorization from the Ministry of Public Health. They consulted patients without any qualifications, thus exposing the public to serious health risks.

The CEO of the Péligre Hydroelectric Power Plant Resigns

On May 22, 2025, Jacky Fleurilus, Director of the Péligre hydroelectric power plant, announced his resignation in a letter addressed to the Director General of Electricité d’Haïti (Ed’H). This decision follows the extension of the general blackout initiated by the Mirebalais Initiative for a New Republic (IMINOR) since May 13, 2025, to force the authorities to assume their responsibilities in the face of the growing insecurity in the region. Despite these actions, the government has still not responded.

USA Haiti : No Sanctions on NGOs

The Trump administration will not impose sanctions on NGOs in Haiti forced to pay gang tolls to deliver aid to victims of violence, U.S. Secretary of State Marco Rubio told Congress on May 21.
